Tasca by José Avillez (contemporary Portuguese) at The Mandarin Oriental Jumeira has a beautiful view of the sea and is wonderful with the terrace doors open - I highly rate the food too.
I went years ago but had a really nice meal at Rockfish which had lovely views!
