What about a little plant pot, some seeds and a mini watering can?
Maybe even a little windmill to put in the pot?
You can get some lovely little watering cans for a few pounds in Ikea and supermarkets.

Other possibilities are kids cooking aprons ( many on amazon for less then 3 pound each. )

I recently put funky socks 
in kids party bags and that went down well! I have also done seeds and a pot to grow their own plant 
in previous years
