These seem to be a little tricky to find, however I would recommend looking at a really soft jean brand. For example, I really love Mother Denim as the material of the denim is very comfortable. I have a few of the straight leg pairs which I love.

Not your usual Sheerluxe fare / brand, but a catalogue dropped on my doormat today and I remembered you were looking for jeggings with beltloops.
Well, they DO exist, in straight leg or bootcut, in a range of dyes and inside leg lengths - ALL with belt loops.
